The ratio of positions filled to total positions released, excluding job cancellations. Fill ratios can be expressed on a program-wide basis or a supplier-specific basis. For example, if a program releases 100 requisitions, but only 90 of them are filled, then the program-wide fill ratio is 90% (with 10% failure). Assuming nine suppliers in the program who each received all the requisitions, and further assuming they each made 10 hires, then each supplier would have an individual fill ratio of 10% (10 fills/100 requisitions).
